Pro-Western opposition candidate Viktor Yushchenko, the winner in the weekend rerun of Ukraine's presidential election,
yesterday urged his supporters to blockade government headquarters to prevent his electoral rival, Viktor Yanukovych, from
chairing a Cabinet meeting today.Yanukovych, the Kremlin-backed prime minister, has refused to concede defeat despite election
results showing a large margin of victory for Yushchenko.Yushchenko urged the blockade as he addressed a jubilant crowd gathered
last night in Kiev's central square, the epicenter of weeks of protesting."There should not be any meeting tomorrow in the
building. An honest government should take over there," he said.Oleksandr Ternavsky, Yanukovych's spokesman, said the session
would go ahead as planned, and called Yushchenko's move "completely illegal."Under Ukrainian law, the prime minister can retain
his post until replaced by the incumbent president or the president-elect.The drama continued the political crisis that has
gripped the former Soviet republic for weeks.Meanwhile, international pressure mounted for Yanukovych to concede defeat and
drop plans to challenge the results in court.Yesterday, the Central Election Commission released official results confirming
Yushchenko had won Sunday's presidential election revote with roughly 52 percent for Yushchenko and 44 percent for Yanukovych.The
winner cannot be officially declared until all appeals against the vote are resolved.Yanukovych had won a Nov. 21 run-off
only to have the results invalidated Dec. 3 by the country's Supreme Court, which ruled there had been massive vote fraud.
On Monday, Yanukovych charged there had been irregularities in Sunday's balloting and said he would ask the same court to
nullify the election.Yesterday's Central Election Commission results were overshadowed by the death of Transport Minister
Heorhiy Kirpa, whom the opposition had accused of helping engineer the Nov. 21 election fraud. Kirpa was found dead Monday
in his dacha outside of Kiev with a gunshot wound to his head.A law enforcement official speaking on condition of anonymity
told The Associated Press it appeared Kirpa had committed suicide.
